It is the belief of the County that business firms that are owned and operated under the categories addressed by this Article are often restricted from full participation in our free enterprise system to a degree disproportionate to other businesses. Therefore, the County wishes to ensure that those businesses are afforded the opportunity to fully participate in the overall procurement process of the County by the implementation of this Article.
