Subject to the letter and intent of this article and of the applicable sections of the County Code, the Procurement Director shall promulgate regulations governing the sale, lease, or disposal of surplus supplies by public auction, competitive sealed bidding or other appropriate methods designated by such regulations, and the transfer of excess supplies between agencies and departments.
