The Assistant County Administrator for Public Works in consultation with the Procurement Director and with approval of the County Administrator or his designee shall have discretion to select the appropriate method of construction contracting management for a particular project subject to provision of Part E of this division. In determining which method to use, the Assistant County Administrator for Public Works shall consider the County’s requirements, its resources, and the potential contractor’s capabilities. The Assistant County Administrator for Public Works shall execute, and include in the solicitation file a written statement setting forth the facts which led to the selection of a particular method of construction contracting management for each project.
