All specifications shall be drafted so as to assure cost effective procurement for the purposes intended and encourage competition in satisfying the County’s needs, and shall not be unduly restrictive. Any use of characteristics that serve to limit competition shall be avoided. The policy enunciated in this Section applies to all specifications including but not limited to, those prepared for the County by architects, engineers, designers, draftsmen, and land surveyors.
