§ 7-310 EMERGENCY PROCUREMENTS.
   Notwithstanding any other provision of this article, the Procurement Director may make or authorize others to make emergency procurements of property, supplies, services, and/or construction when there exists a threat to public health, welfare, or safety under emergency conditions, provided that such emergency procurements shall be made with such competition as is practicable under the circumstances. A written determination by the using agency of the basis for the emergency and for the selection of the particular contractor shall be provided to the Purchasing Department and included in the contract file.
