The following supplies and services are exempt from this article and need not be purchased through the standard procurement process:
(1) Works of art and 1 of a kind items, such as paintings, antiques, sculptures and similar objects;
(2) Published books, maps, periodicals, technical pamphlets, and other such materials;
(3) Membership fees;
(4) Postage stamps and fees;
(5) Utility services;
(6) The purchase and/or sale of real property by the County.
