(1) Principal Public Procurement Official. Except as otherwise provided herein, the Procurement Director shall serve as the principal public procurement official of the County, and shall be responsible for the procurement of supplies, services, and construction in accordance with this article, as well as the disposal of supplies.
(2) Duties. In accordance with this article, the Procurement Director shall:
(a) Procure or supervise the procurement of all supplies, services, and construction services needed by the County;
(b) Sell, trade, or otherwise dispose of surplus supplies belonging to the County;
(c) Establish and maintain programs for specifications development, contract administration and inspection and acceptance, in cooperation with the using agency, for supplies, services, and/or construction services.
(3) Operational Procedures. Consistent with this article, the Procurement Director shall adopt operational procedures relating to the execution of his duties.
