The salary of the tax collector shall be determined by the county administrator and approved by the county council in accordance with the compensation plan as adopted by the county council; such salary to be in lieu of all costs and fees of whatever nature and description collected by him. Such fees and costs as are provided by law shall be in each instance collected by him and shall be paid over to the county treasurer monthly.
