At its initial meeting and at each regular meeting at or near the anniversary date thereof, the board shall elect from its number a chairman, vice-chairman, and secretary. Officers shall serve for terms of 1 year and until their successors are elected and qualify. They shall have the same duties and responsibilities usually associated with such offices. The board shall file with the clerk of the county council the names of such officers as they are elected. Such meetings of the board may be called by the chairman or 2 or more members upon at least 24-hours’ notice to the other members.
