The County Council has ascertained, after a thorough study, that to install a complete and efficient microfilm system in the office of the Register of Deeds for the county, it is necessary to limit the size of papers, instruments and documents, to be filed or recorded in such office in accordance with such finding, the County Council hereby determines that no instrument, paper, or document measuring more than 8-1/2 inches by 14 inches, except a plat or drawing, shall be received by the office of the Register of Deeds for filing or recording.
