The Water Treatment Plant personnel shall consist of not more than the following:
(a) One Superintendent of Water Plant and Distribution.
(b) One Assistant Superintendent of Water Plant and Distribution.
(c) One Water Distribution Crew Leader.
(d) Four Treatment Plant Operators.
(e) Two Maintenance/Relief Operators.
(f) One Water Distribution Operator.
(g) Two Water Distribution Maintenance Workers.
(h) Two Regular Part-Time Water Department Laborers.
