234.16   INCOME TAX DEPARTMENT PERSONNEL.
   The Income Tax Department personnel shall consist of not more than the following:
   (a)   One Administrator.
   (b)   One Account Clerk II.
   (c)   Three Account Clerk I (full or part-time).
