No person, firm, or City Department shall top any street tree, park tree, or other tree on public property; except, however, that a person or firm, who holds a grant of right-of- way by easement or otherwise, or a City Department may prune or top such trees which might interfere with or endanger the safe and efficient operation of a service provided by such person, firm or City Department. Trees severely damaged by storms or other causes, or certain trees under utility wires or other obstructions where other pruning practices are impractical may be exempted from this chapter at the determination of the City Tree Commission.
