(a) The roof covering shall be applied in compliance with the manufacturer's instructions to a solid or closely fitted deck or directly to the building frame work.
(b) The use of cork, fiberboard or other approved insulation is permitted on top of the roof deck, provided that such insulation is covered with a roof covering applied directly thereto and complying with this section.
