Every roof and roof covering placed on a building or structure shall be covered with a Class A or Class B roof covering. However, Class C roof coverings shall be accepted on the following structures:
(a) Dwellings;
(b) Buildings of wood frame construction; and
(c) Buildings located outside the fire limits which, on the basis of height and area, could be of wood frame construction under the provisions of this Building and Housing Code.
