The Fire Chief, the Mayor and the Director of Public Service shall, within not less than ten days nor more than fifteen days from the filing of the application and consent referred to in Sections 1444.02 and 1444.03, by a majority of their number concurring, either accept or reject such application. In considering the application such officers shall abide by any rules or regulations issued by the State Fire Marshal.
