1444.02   STORAGE OF FLAMMABLE LIQUIDS AND GASES IN BULK.
   No person shall erect, construct, maintain or cause to be maintained within the City any tank used for the storage of flammable or volatile oils and gases such as gasoline, ether, naptha, carbon, bisulphide, benzola, collodion or hydrocarbon, liquefied in a tank having a capacity of fifty gallons or more, which is to be used as a bulk plant or station for the storage of such flammable liquids, unless such person:
   (a)   Secures the written consent of three-fourths of all the property owners owning property on the square on which it is proposed to erect such tank and within a radius of each half square of each of the four sides of the square on which such bulk plant or station is proposed to be erected;
   (b)   In the event that it is proposed to erect any bulk pliant in an unplatted area of the City, secures the written consent of three-fourths of all the property owners owning property within a radius of 300 feet from the edge of the site on which such bulk plant is proposed to be erected; and
   (c)   Files with the Director of Public Service a written application setting forth a detailed description of the proposed building and equipment to be used, together with all plans and specifications therefor and the written consent of the property owners as required herein.
