Upon investigation by the Director of Public Safety and Service and the Law Director, and determination that a deceased person was indigent, the City shall pay the burial expense of such indigent deceased person. In determining the amount to be paid for any such indigent burial, the following factors shall apply:
(a) The Director of Public Safety and Service shall determine the mode of such burial (e.g. interment or cremation); and
(b) The Director of Public Safety and Service shall ascertain the most economical price for such burial after appropriately taking into consideration issues relating to the requisite dignity and solemnity to be afforded to such deceased, indigent person.
