(a) From and after the effective date of this section (Ordinance 89-70, passed June 20, 1989), water and/or sanitary sewerage service shall not be extended to property owners or developers whose property is located outside the City.
(b) This section shall not apply to property owners of land outside of the corporate limits of the City, which property owners and land were receiving water and/or sanitary sewerage service on the effective date of this section.

(EDITOR'S NOTE: An exception to the application of this section was made by Ordinance 98-130, passed October 6, 1998, which authorized the sale of City water and sanitary sewerage utility service to the Darke County Agricultural Society on the Darke County Fairgrounds.)
