No person without lawful authority shall:
(a) Open, uncap or remove the cover of any sewer basin, public or private stopcock, box, cistern, well or opening of any kind to any underground place, cavern or cellar;
(b) Place or deposit any dirt or other material in the same;
(c) Turn any public or private stopcock;
(d) Commit any act tending to injure or obstruct any sewer, sewer basin, public or private stopcock, box, cistern, well, underground place, cavern or cellar; or
(e) Injure in any manner any building, structure, machinery, pipe, apparatus, tool or fixture of the waterworks or sewer system of the City.
