No person without lawful authority, or with intent to defraud, shall:
(a) Make any connection with any main, service pipe or wire for conducting or supplying gas, water or electricity within the City;
(b) Open any stop after the same has been turned off by lawful authority;
(c) In any way change the size of the orifice of any mixer through which gas is conducted; or
(d) Open, detach or remove any stop, cap or other contrivance, and thereby allow any gas or water to escape or be wasted or leave exposed any wires charged with electricity.
