No street, sidewalk, driveway entrance, curb, or any other public improvement of any kind or nature shall be constructed, installed, excavated or repaired, altered, modified or removed, or any other action undertaken in connection therewith, unless prior approval for any such procedure shall have been issued by the Zoning and Enforcement Officer, or designee. Such prior approval shall show that such construction, installation, excavation, repair, alteration, modification or removal shall, in all respects and manner, comply with Chapters 1020, 1024, 1026 and 1032.
