1030.02   DEFINITIONS.
   For the purpose of this chapter, the following terms, phrases, words, and their deviation shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural include the singular, and words in the singular include the plural. The word "shall" is mandatory and not merely directory.
   (a)   "City" means the incorporated City of Greenville, Ohio.
   (b)   "D.B.H." in forestry, means diameter at breast height.
   (c)   "Dripline" means the approximately circular vertical extension to the ground of the outermost branches and leaves of the tree as an indication of the spread of the root system.
   (d)   "Large trees" means trees attaining a height of 45 feet or more.
   (e)   "Lawn strip" or "curb strip" means that part of a street or highway right-of-way outside of the portion improved for travel, including the sidewalk.
   (f)   "Medium trees" means trees attaining a height of 30 to 45 feet.
   (g)   "Park" means all public parks.
   (h)   "Park trees" means trees, shrubs, bushes and all other woody vegetation in public parks having individual names, and all areas owned by the City, or to which the public has free access as a park.
   (i)   "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
   (j)   "Property line" means the legal boundary line.
   (k)   "Property owner" means the person shown as the owner of such property in the records maintained by the Auditor's of Darke County, State of Ohio.
   (l)   "Public places" means all other grounds owned by the City of Greenville.
   (m)   "Public trees" means all shade and ornamental trees, now or hereafter growing on any street, including lawn strip, or on any other public right-of-way or easement or license.
   (n)   "Shade" or ornamental tree or shrub" means any and all woody vegetation.
   (o)   "Small trees" means trees attaining a height of 20 to 30 feet.
   (p)   "Street", "avenue", "highway" or "alley" means the entire width of every public way or right-of-way when any part thereof is open to the use of the public, as a matter or right, for purposes of vehicular and pedestrian traffic.
   (q)   "Street trees" means trees, shrubs, bushes, and all other woody vegetation on land lying between right-of-way lines of either side of all streets, avenues, highways or alleys within the City of Greenville.
   (r)   "Tree topping" means the severe cutting back of limbs to stubs larger than three inches in diameter within the tree's crown to such a degree so as to remove the normal canopy and disfigure the tree.
