Every owner or occupant of any building, house, place of business or residence in the City shall place or permanently fix in full view from the street, the proper number assigned. Figures shall be distinct and legible and not less than two inches in height. Any such person shall have the right to number in an ornamental manner.
The placing of house numbers upon a mail box shall not constitute compliance with this section.
