1020.03   NOTICE REQUIRED.
   Before commencing to open a public street or public ground, each applicant, after obtaining the permit required pursuant to Section 1020.01, and posting all applicable bonds or letters of credit, shall have the proposed area of opening examined by the Ohio Pubic Utilities Commission for underground infrastructure. Additionally, the applicant shall notify the City Engineer not less than two working days in advance of such excavation. Such notification may be in person, by telephone or in writing. In the event of a real emergency, such two days' prior notice may be dispensed with. However, in no event shall excavation be commenced without prior notice given to the City Engineer.
