The Police Department is hereby given the authority and is instructed to watch and observe the conduct of holders and drivers operating under this chapter. Upon discovering a violation of any provision of this chapter, the Department shall report the same to the Director of Public Safety/Service who will order or take appropriate action.
No unreasonable observation or surveillance conducted by the Police Department is authorized by this section, and such conduct is hereby prohibited.
