At least fifty percent of the taxicabs listed by a holder as being taxicabs on his liability insurance shall bear the name of the respective taxicab company either by means of a dome light or by painted letters on the outside of the cab not less than two inches nor more than five inches in height. The marked taxicabs shall be used for all business within the City except in cases of emergency or other extenuating circumstances.
