864.14   VEHICLE EQUIPMENT AND MAINTENANCE.
   (a)   Vehicles must be licensed. Prior the use and operation of any vehicle under this chapter, such vehicle shall be thoroughly examined and inspected by the Police Department and found to comply with such reasonable rules and regulations as may be prescribed by the Department. These rules and regulations shall be the same as those promulgated by the Superintendent of the State Highway Patrol pursuant to Ohio R.C. Chapter 4513.
   When the Police Department finds that a vehicle has met the standards established by the Department, the Department shall issue a license to that effect, which shall also state the authorized seating capacity of the vehicle.
   (b)   Every vehicle operating under this chapter shall be periodically inspected by the Police Department at such intervals as may be established by the Department to ensure the continued maintenance of safe operating conditions, but such inspections shall be made no more frequently than every three months.
   (c)   Vehicles must be kept in a clean and sanitary condition. Every vehicle operating under this chapter shall be kept in a clean and sanitary condition according to the rules and regulations promulgated by the Police Department.
   (d)   The inspection of the vehicles operated as taxicabs within the City shall be held at a time convenience for the holder.
