864.12   EXAMINATION OF DRIVER; CURRENT STATE MOTOR VEHICLE OPERATOR’S PERMIT REQUIRED.
   Before any application is accepted by the Director of Public Safety/Service, the applicant shall be required to provide to the Director proof that each driver possesses a valid motor vehicle operator’s license issued by the State of Ohio, permitting each such driver to transport persons for hire. No person under the age of 18 years shall be employed for purposes of operating a taxicab. Further, the applicant shall provide to the Director a Bureau of Criminal Investigation (BCI) background check evidencing no disqualifying behavior on the part of any proposed driver.
