Taxicab driver’s licenses shall be issued by the Director of Public Safety/Service upon application by a holder of a certificate of public convenience and necessity. Such application shall consist of a list of all the taxicab drivers employed by the holder, including regular temporary or emergency drivers, and such list shall be updated at least every three months or without four days after a taxicab driver is newly employed by a holder. The Director shall approve each driver whose name is entered on the list in accordance with the criteria listed in Sections 864.12 and 864.13 and shall issue a taxicab driver’s license to such approved drivers.
