No person shall operate or use any automobile, bus or other vehicle to carry passengers for hire in the City at occasional intervals or at such times when there is an occasional demand for such use without first obtaining a temporary permit therefor from the Director of Public Safety/Service. The fee for such permit shall be one dollar ($1.00) per day.
