864.07 TRANSFER OF CERTIFICATES.

No certificate of public convenience and necessity shall be sold, assigned, mortgaged or otherwise transferred without the consent of the Director of Public Safety/Service. Such decision by the Director shall be according to the criteria and procedure set out in Section 864.05.
