864.04   PUBLIC HEARING.
   Upon the filing of an application, the Director of Public Safety/Service shall fix a time and place for a public hearing thereon. Notice of such hearing shall be given to the applicant and to all persons to whom certificates of public convenience and necessity have been theretofore issued. Due notice shall also be given the general public by publishing a notice of such hearing at least once a week for three consecutive weeks in a newspaper of general circulation in the City. All expenses of such hearing shall be borne by the applicant, including, but not limited to, advertising costs.
