864.02   CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY REQUIRED.
   No person shall operate or permit a taxicab owned or controlled by him to be operated as a vehicle for hire upon the streets of the City without having first obtained a certificate of public convenience and necessity from the Director of Public Safety/Service of the City and without first depositing with the City Auditor a liability insurance policy as provided hereafter. The fee for such certificate shall be twenty-five dollars ($25.00) per year. The fee shall cover all vehicles operated by the holder.
