852.02    ITINERANT VENDOR DEFINED.
   As used in this chapter, “itinerant vendor” means any person, either a principal or an agent, who engages in a temporary or transient business in the City selling goods, wares, merchandise or products, including, but not limited to, those persons who, for the purpose of carrying on such business, hire, lease or occupy any room, building or structure for the exhibition or sale of such goods, wares, merchandise or products, or who sell or attempt to sell such goods, wares, merchandise or products from a vehicle or stand situated on public or private property or rights-of-way within the City. The person so engaged shall not be relieved from the provisions of this chapter by reason of association with any local dealer, trader, merchant or auctioneer or by conducting such temporary or transient business in connection with, as a part of the business of or in the same name as, any local dealer, merchant or auctioneer, or any similar person or entity. “Itinerant vendor,” for purposes of this chapter, does not mean a person who is a resident of the City who is opening a permanent office or business within the City who goes to private residences for introductory purposes only.
