The enforcement of this chapter and all other applicable laws and ordinances of the City shall primarily devolve upon the Director of Public Service. However, the Departments of Police, Fire and Health shall also be charged with the enforcement of this chapter and shall, so far as possible, act in connection with the Director. Nothing herein contained shall be construed to exempt any other City officer or department from any obligation that may be required by law.
