No person shall erect or use within the corporate limits, within 300 feet of an inhabitable dwelling, in the drilling or operation of an oil or gas well, any drilling rig, and every such drilling plant shall be equipped with a fire extinguisher maintained in good condition. No person shall drill an oil or gas well or extend or deepen one already drilled within seventy-five feet of any public street in the City. Measurements for such distance shall be made from the contour of the well. The Director of Public Service shall make a weekly inspection of operations and shall report his findings to the Director of Public Safety.
