The Director of Public Service shall refer each application for a permit to the special investigating committee provided for in Section 844.02, which shall investigate the premises for which such permit is sought. When such investigation is completed, the application, together with a written report of the investigation, shall be submitted to the Planning Commission, which shall recommend the granting thereof if it finds from the investigation and application that such application complies in all respects with the provisions of this chapter; otherwise, the Commission shall recommend the rejection of such application.
