The special committee provided for in Section 844.02 shall investigate the premises for which the application is made and shall make a written report of its investigation and its recommendations to the Planning Commission. The Commission shall consider the report and recommendations and a majority vote of the Commission shall be required to approve the proposed site for drilling. Upon approval by the Commission, the Building Inspector shall issue a permit for the drilling of the oil or gas well as applied for.
