No person shall conduct in the City any sale of goods, wares or merchandise at retail which is represented to the public as a going-out-of-business sale of a bankrupt, assignee, adjuster, trustee, executor, administrator, receiver or liquidator or a sale of any distress stock or any other sale which by representation may lead the public to believe it is a going-out-of-business sale, without first filing with the City Auditor the inventory provided for in Section 832.04 and obtaining from the City Auditor a license therefor, such license to be known as a going-out-of-business sale license.
