Whoever violates or fails to comply with any of the provisions of this chapter is guilty of a minor misdemeanor for a first offense and shall be fined not more than one hundred fifty dollars ($150.00) on a first offense. Each subsequent violation shall be considered to be a fourth degree misdemeanor, punishable by a fine not to exceed two hundred fifty dollars ($250.00), imprisonment of not more than 30 days, or both. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
