828.03   PERMIT REQUIRED; REGULATIONS.
   The following regulation shall apply to home sales:
   (a)   No person shall conduct a home sale within the City without first obtaining a permit therefor from the Director of Public Safety/Service.
   (b)   No person who has obtained such permit shall violate any rule or regulation provided in this chapter.
   (c)   No home sale shall be conducted by more than one person without the consent of the Director of Public Safety/Service.

   (d)   No home sale shall be conducted by the same person or a member of such person's family or affiliated group and/or on the same property more than twice in a calendar year, except, however, that the Director of Public Safety/Service is hereby authorized to issue permits to nonprofit organizations to conduct such home sales at intervals more frequently than twice in a calendar year.

   (e)   No home sale shall be conducted during hours other than those prescribed by the Director of Public Safety/Service, and in no event shall a home sale continue for more than three consecutive days.
   (f)   No merchandise that has been purchased by the person for purposes of resale shall be offered at such home sale. Any new merchandise offered for sale shall be prima-facie evidence that merchandise has been purchased by the person for resale at such home sale.
   (g)   On-Premises Sign. No person shall post more than one sign advertising a home sale for each sale, which such sign shall be located on the lot on which the home sale is to be conducted. No such sign shall exceed four and one-half square feet in area or be illuminated or animated. No such sign shall be posted more than seven days before the home sale begins, and, such sign shall be removed with 24 hours following the conclusion of the home sale.
   (h)   Off-Premises Signs. A maximum of two off-premises directional-type signs may be used in conjunction with such home sale, provided any such sign does not exceed two square feet, or be more than three feet in height above grade, and are limited in number to no more than one such directional sign per collector or arterial type roadway, and may not be located in the public right-of-way. An off- premises sign shall include home sale address and be removed within 24 hours following the conclusion of the home sale.
