660.14   OBSTRUCTION OF PUBLIC WAYS BY TREES, BUSHES AND SHRUBS.
   (a)   The Director of Public Safety and Service or his or her designee is hereby authorized to determine whether a tree, bush or ornamental shrub growing on or abutting a public street, alley or right-of-way is a public hazard or is endangering the free and unobstructed use of such street, alley or right-of-way and to notify the owner of such tree, bush or ornamental shrub of his or her obligation to remove such tree, bush or ornamental shrub at his or her own expense.
   (b)   No such property owner shall fail, within ten days of receiving such notification, in writing and by certified mail, to remove the designated tree, bush or ornamental shrub at his or her own expense.
   (c)   Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
