Any person obtaining title to a bicycle shall register the same before operating it upon the streets, alleys and other public places in the City. Upon the sale or transfer of a bicycle so registered, the registrant shall return to the Fire Chief, or to the person designated by him, the registration tag and card issued for the registered bicycle. The purchaser of the bicycle shall reregister the same as hereinbefore provided.
