Whoever violates any of the provisions of this chapter with respect to failure to remove parked motor vehicles when the weather conditions described in this chapter require their removal shall be subject to the penalties provided in Sections 408.01 and 408.02. In addition, where a motor vehicle is towed to a central location, the motor vehicle shall be recovered only upon the payment of the towing charges imposed.
