(a) Ninety-minute free parking spaces shall be in operation between 9:00 a.m. and 5:00 p.m. on Monday, Tuesday, Wednesday and Friday, and between 9:00 a.m. and 12:00 noon on Thursday of each week, except on holidays designated by the Ohio Revised Code, or at any time other than as provided herein.
(b) Except as otherwise designated as handicapped parking spaces and commercial loading zones, the following parking spaces shall be designated as 90-minute free parking spaces, entitling the vehicle occupying each such space to 90 minutes of free parking per space per day:
(1) All parking spaces around the rotary traffic circle;
(2) All parking spaces on and along South Broadway, from its intersection with the rotary traffic circle to its intersection with Martin Street;
(3) All parking spaces on East Third Street between Broadway and Walnut Street;
(4) All parking spaces on East Fourth Street between Broadway and Walnut Street;
(5) All parking spaces on East Fifth Street between Broadway and Walnut Street;
(6) All parking spaces on West Main Street between Broadway and Sycamore Street;
(7) All parking spaces on West Third Street between Broadway and Sycamore Street;
(8) All parking spaces on West Fourth Street between Broadway and Sycamore Street;
(9) All parking spaces on West Fifth Street between Broadway and Sycamore Street;
(10) All parking spaces on Martin Street between Broadway and Walnut Street;

(c) No person shall park within a 90-minute free parking space more than one time per calendar day.
