250.01   COMPOSITION.
   The Department of Public Service shall be composed of the following sub-departments:
   (a)   Water.
   (b)   Sewerage.
   (c)   Refuse and Garbage.
   (d)   Municipal Property.
   (e)   Public Thoroughfares.
