212.05 EXCEPTIONS.

   Sections 212.01 through 212.04 do not apply to any of the following:

   (a)   Any project with an estimated professional services fee of less than twenty-five thousand dollars ($25,000) within a calendar year.

   (b)   Any project determined by the City Council, in consultation with the City Administration, to be an emergency action.
