From and after May 7, 1951, any person petitioning the City to annex territory to the City shall, before annexation proceedings are filed for record with the Darke County Recorder by the City Auditor, pay the cost of all ordinances, resolutions and notices that may be required to be published by the City or the County in such annexation proceedings and shall also pay all recording fees in connection with such proceedings.
