The Second Ward of the City shall embrace and include all that part of the territory of the City lying within the following boundary: Beginning at a point in the center of South Broadway and Fourth Street at the intersection thereof; thence southeast along the center of South Broadway to the intersection of Martin Street; thence southeast along the center of Martin Street to the intersection of Jackson Avenue; thence south along the center of Jackson Avenue to its intersection with the Penn-Central Railroad; thence southeast along the Penn-Central Railroad to its intersection with the corporation line; thence continuing south and west along the corporation line to a point of intersection with the Penn-Central Railroad; thence northeast along the Penn-Central Railroad to its intersection with Central Avenue; thence north along the centerline of Central Avenue to the intersection of West Fourth Street; thence northeast along the center of West Fourth Street to the place of beginning.
